Water Use Licences · ELU · NWA Compliance · Agricultural Law
Katika Consultants is a natural resource regulatory practice working across all nine provinces — WULAs, Section 27 motivations, ELU registrations and National Water Act compliance for farms and agribusiness. Same expertise, told straight, as The Legal Boeremeisie.

About
Since 2018, Katika Consultants has been a natural-resource regulatory practice built on one stubborn belief: the people who feed the country shouldn't need a translator to stay on the right side of the law. We handle Water Use Licence Applications, existing lawful use registrations, National Water Act compliance and environmental authorisations for producers across fruit, wine, livestock, dairy and crops — nationally, in all nine provinces, from offices in Paarl, Johannesburg and Pietermaritzburg.
At the helm is Katlego Ngwane — the voice behind The Legal Boeremeisie, the bilingual brand that turns dense water and agricultural law into something a farmer can use before lunch. She holds an LLB and a Postgraduate Diploma in Business Management from Henley Business School, and pairs the legal firepower with a genuine love for agriculture and the people working the land.
What sets Katika apart isn't just knowing the Act — it's the willingness to sit in the mess of red tape and government bureaucracy on your behalf, and come out the other side with a submission that holds up. Whether you need the full service or just the frameworks to do it yourself, you get the same expertise, told straight.
The Practice
NWA s 40–41
Full WULA management from pre-application engagement to decision — including retrospective applications for uses already in operation.
NWA s 32–35
ELU registration, evidence assembly and defence — turning farm history into a recognised entitlement before validation and verification calls.
NWA s 27
The motivation is the application — and redress now carries real weight. DWS must consider the redress of past racial and gender discrimination, and transformation and B-BBEE credentials increasingly decide who gets water. We build the redress case that carries an application, before a weak one sinks it.
NWA s 39 · GN Gazettes
Catchment-specific GA assessments and registrations — establishing when you can register instead of licence, and proving it.
NWA s 19 · s 53
Pollution prevention duties, responses to directives and notices, and remediation planning when the Department comes knocking.
NEMA · ESTA · Agri-law
Environmental authorisations, farm labour and occupier matters, and the regulatory questions that arrive with every farm transaction.
Self-service · New
The frameworks we use in practice, packaged in plain language (EN & AF). Buyers receive updated versions for 12 months. Licensed per farming enterprise.
Can't justify a full consultant yet? Do it yourself — properly. These packs hand you the exact frameworks I use, so cost is no excuse for getting your water wrong.

Articles & Insights
TRANSFORMATION · S 27
Proposals linking large water allocations to Black shareholding sent shockwaves through agriculture. What's actually in force, what's still proposed, and how to position your application now — before the rules position you.
LICENSING
Thousands of farms use water without the right authorisation — most without knowing it. Why regularising proactively beats waiting for a directive, a farm sale, or a bank to force the issue.
COMPLIANCE
"It's on my land, so it's my water." "We've always irrigated here." The assumptions that feel safest are the ones that cost the most — myth by myth, with the legal position in plain language.
As seen on
Tell us what's on the farm: the sources, the storage, the history. We'll tell you the pathway — straight, in either language, with no surprises later.
